Neither of the Officers above named, nor yourself, held at that time permission giving authority finally to dispose of Lands at Hongkong on behalf of the Crown, and consequently any arrangements made by you must have been subject, even if it had been expressly stated, as regards the first and third of the foregoing divisions, to the eventual signification of Her Majesty's pleasure.
